Seawatch Hall

The heart of authority in Haven’s Crest sits on the cliff’s shoulder, a sweeping structure of reinforced stone and understated wardcraft. Seawatch Hall is not grand by design — power here prefers to be practical, not ornamental.

Within its walls, council sessions unfold with measured voices, tense silences, and the knowledge that a single misstep could unravel the neutrality the town depends on. The hall’s observation tower faces the sea, its watchlights marking both storms and approaching sails.

Harbormaster’s Office

Set directly above the main piers, the Harbormaster’s Office is the nerve center of maritime life. Docking schedules, cargo logs, pilot assignments, tide charts, and storm advisories pass through this building daily.

The Harbormaster wields no political authority — and yet, no ship enters or leaves Haven’s Crest without the office’s mark. In a town where neutrality is fragile, control of the harbor is a quiet form of power.

Responsibilities

  • Assigning berths and regulating docking order
  • Managing pilots for navigating dangerous rock channels
  • Coordinating with Tidewatchers on suspicious or hostile vessels
  • Recording all arrivals for the Customs House

Customs & Registry House

A squat stone building near the harbor’s midpoint, the Customs & Registry House is where trade meets law. Every crate, barrel, scroll case, or sealed chest passing into or out of Haven’s Crest is noted here — at least, officially.

While the Underbelly always finds ways around these walls, the Registry remains a cornerstone of the town’s enforced neutrality. No kingdom can accuse another of manipulation or smuggling without its ledgers to prove the claim.

  • Assigning tax and tariff assessments
  • Documenting trade agreements and merchant rights

Reputation

Clerks here are widely respected — or quietly feared — for their precision. A ledger entry can shape a treaty just as easily as a diplomat’s speech.

The Council of Haven’s Crest

Five voting members guide Haven’s Crest, each representing a different thread of civic life. Their debates are disciplined, ritualized, and more dangerous than any tavern brawl. Neutrality is not a static state — it is negotiated daily.

Council Composition

  • Merchant Guild Representative: Oversees trade and commercial rights.
  • Former Naval Commander: Handles security, harbor threats, and crisis strategy.
  • Agency Speaker: Represents the town’s spiritual and communal welfare.
  • Arcane Scholar: Advises on magical threats, wards, and unknown risks.
  • Commoners’ Voice: Elected advocate for everyday citizens.

Decision Making

  • Majority vote
  • Ties broken by the rotating Council Chair
  • Emergency authority may be invoked during crisis, typically granted to the naval commander

Neutrality Safeguards

  • Oath of the Open Seas — sworn by every councilor
  • Prohibition on private kingdom funding
  • Wards that alert to coercion or charm attempts

Balance is their only true loyalty. If Haven’s Crest falls to a single kingdom’s influence, the bay becomes a battlefield.
