Authority flows from clarity of thought, restraint of power, and the ability to endure without surrendering identity. Law is reflective, not punitive; judgment is measured against consequence rather than intent alone.

The Sovereign

High Draconic Title: Vaerilthra Aur’Thain (“She Who Reflects the Flame”)

A Sapphire Dragon in humanoid form, the Queen rules as both monarch and philosopher. She does not command Elandor to endure; she teaches it how. Her reign is defined by patience, precision, and the belief that survival is an act of disciplined understanding.

The Shard Council

Draconic Name: Thur’Vael Kryndor (“The Seven Reflections”)

The Shard Council consists of seven High Shards, each embodying a pillar of Elandor’s survival doctrine: renewal, defense, memory, mind, craft, diplomacy, and law. These figures serve as both interpreters of the Queen’s will and mirrors of the realm’s collective conscience.

Council decrees are issued as Vael’Kryss (“Refractions”) — fragments of reflected will, shaped for mortal governance and enforced through ritual precedent rather than force alone.

Civic Law

Rite of Reflection: Korth Vaelith (“Judgment by the Mirror”)

Justice in Elandor is rendered through mirrored judgment. The accused stands before enchanted glass while psions of Korthir Sapphyrion read emotional and mental resonance. Deception fractures the reflection; truth remains whole.

Verdicts are delivered not merely as punishment, but as correction—intended to restore balance, preserve memory, and prevent repetition. Law exists to ensure endurance, not dominance.
